How do i buy games off the playstation store? (I live in India)?

i live in india and theres no playstation store here. So ive registered on the US store. I heard that people in india can buy games off the playstation store if they register on the new zealand store. Is this true? Oh and if it is can you tell me if ill be able to buy DLC off this store and will i be able to play the games and DLC i buy off the new zealand store on my american psn account? (I figured that DLC will be playable on my console since new zealand and india are both PAL regions)
