Why is my tadpole swimming in circles?

I have 2 bullfrog tadpoles in a 2.5 gallon tank, i feed them tadpole pellets and they have a fake plant in the aquarium. One of them has backlegs, the last couple days he's been swimming in circles and soemtimes coughs up air bubbles. What do I do? Thanks. The other one is fine.
